Cascade Employee Benefits
Eligible Cascade employees are offered a comprehensive benefits package through the
School Employees Benefit Board (SEBB) Program.  These benefits include medical, dental, vision, and life insurance coverage.  In addition, we offer paid-time off, holidays and on-going professional development training.

Annual Open Enrollment
The SEBB Program's annual open enrollment is October 28 - November 25, 2024. Open enrollment changes are effective January 1, of the new year.  Make changes or view your current coverage in

You are not required to make any changes to your health plans during open enrollment.  If you choose not to make any changes, you will remain enrolled in your current health plans.

Medical Flexible Spending Arrangement (FSA)
The SEBB Program offers a medical flexible spending arrangement (FSA) program that allows you to set aside money from each paycheck - before taxes - to pay for out-of-pocket health expenses.  The minimum annual contribution is $120; the maximum is $3200.

If you have enrolled (or wish to start) in the Medical Flexible Spending Arrangement (FSA), you must enroll
and re-enroll each year during the SEBB annual enrollment period.  The Medical FSA is offered only to school employees who meet criteria listed in WAC 182-31-040. 

Here are some of the ways an FSA can help you:

  • Setting aside a portion of your pay with an FSA reduces your annual taxable income and makes it easier to pay for out-of-pocket health expenses.

  • The full amount you set aside for your calendar FSA contribution is available on your first day of coverage for expenses.
    Your FSA helps you pay for deductibles, copays, coinsurance, dental, vision, and many other expenses.

  • You can use your FSA for you or your dependent's health care expenses, even if they are not enrolled in your SEBB medical, dental, or vision plan.

Cascade School District 228 continually strives to offer and educate staff about our unique and advantageous benefits. One such benefit is our elective retirement savings plan(s) that employees can utilize to help provide financial security at retirement. In order to ensure you receive information about this benefit, we are pleased to provide you with a newsletter that has been prepared by the compliance administrator for our plan(s), U.S. OMNI & TSACG Compliance Services (OMNI/TSACG). In addition to providing information about our plan(s), OMNI/TSACG also offers a Financial Wellness website that covers areas such as managing personal finances, college funding options, and how to navigate Social Security when the time comes. You will find calculators, videos, and informative content on various topics to help guide you in your planning process.

You are eligible to participate in the 403(b) retirement plan provided by the Cascade School District 228 403(b). Contributing to a 403(b) plan will give you peace of mind through financial security during your retirement. A 403(b) plan allows you to contribute a portion of your compensation as a pre-tax or post-tax (Roth) contribution (if allowed by your Employer) in order to save for retirement. Participation in the 403(b) plan is completely voluntary. If you are already contributing to the 403(b) plan, now is a perfect time to increase your contributions.

A 403(b) plan, also known as a Tax-Sheltered Annuity (TSA), is a tax-deferred retirement plan provided for employees of certain tax -exempt, governmental organizations or public education institutions.

The benefits of contributing to a 403(b) plan include; lower taxes, tax deferred growth, possible tax credits, loans and higher limits than an IRA.

HOW TO ENROLL IN THE PLAN:
Your employer has provided investment option(s) for you. A list of approved vendor(s) and the Salary Reduction Agreement (“SRA”) can be found by visiting the TSACG website at

Once you have chosen an approved vendor, please open a 403(b) account directly with them. To begin investing, send the completed SRA form to TSACG who will work with your employer to begin contributions.
